Pope/Douglas has worked with the Governor’s Office, MN House and MN Senate to secure funding through the Capital Assistance Program (CAP).
These planned facility upgrades were extensively studied through third party consultants to assist the Pope/Douglas Joint Powers Board and Executive Director determine the best course of action to maintain our level of service to the community and region for the next 30 years.

Fully drive-through Environmental Center that will accept single sort recycling, cardboard recycling, electronics/appliance recycling, motor oil/filter/vegetable oil recycling, bulky materials, scrap metal, household hazardous waste and more in a climate controlled setting utilizing excess heat/energy generated at the neighboring Resource Recovery Facility.
4 public access electric vehicle charging stations (as part of a MPCA grant).
Natural landscaping and storm water systems to protect the environment.
Outdoor learning space and self-guided waste/recycling trail featuring interactive self-guided tours of entire Resource Recovery and Recycling Campus.
