Special Burn/Non-Hazardous Industrial Burn Program

Pope/Douglas operates a convenient Special Burn/Non-Hazardous Industrial Burn program to assist businesses do the right thing with their non-hazardous industrial wastes to minimize environmental risk.

Non-hazardous industrial wastes are delivered at the Pope Douglas Solid Waste Management Waste to Energy Facility. These wastes will end up being dumped directly into the waste pit for direct waste to energy incineration.

This type of waste should not be thrown in with your regular everyday waste
as it needs to be handled separately.

About 85% of the wastes sent to Pope Douglas are sent through the Materials Recycling Facility (MRF) to extract certain items out for recycling or problem materials to reduce facility wear and tear. Non-hazardous industrial wastes are not regular everyday wastes and need to be handled separately to reduce wear and tear on the equipment of the Materials Recycling Facility and other operational and environmental concerns.

Non-hazardous industrial waste items accepted under the Special Burn Program include materials such as:

  • Paint filters
  • Powder paint
  • Paint scrapings
  • Oil/grease soaked floor dry
  • Oil/grease soaked rags
  • Pharmaceutical and industrial wipes
  • Other sorbent materials
  • Carbonized used oil filter media
  • Filter cakes
  • Metal cutting fluid
  • Shampoos, conditioners, make-up, lotions, etc

  • Evaluate the material you would like incinerated
  • Fill out the Application for Incineration of Non-Hazardous Industrial Waste
  • Application for Incineration of Non-Hazardous Industrial Waste
    • Enable ‘Macros/Active X’ to fill out application.
    • Available on PC’s and Tablets with MS Word.
  • Await feedback/approval on request to burn/account set-up
  • Once application is approved, you will be asked to fill out a Request to Burn Form
    (for the first and any special burns you require in the future)
Existing Customers
  • Evaluate the material you would like incinerated
  • Use the Request for Special Burn Form to request when you would like to dispose of currently approved materials from your business.
  • You will be asked to fill out a Request for Special Burn Form
    (for the any special burns you require in the future)
  • Await feedback/approval on request to burn.

Special Burns ONLY Accepted Tuesdays and Wednesdays

Disposal Preparation and Transport
  • Delivery of items must be done in manageable sized boxed.
  • No loose items accepted.
  • No steel or fiber drums accepted.
  • Prefer taped boxes (and bottom/bottom sides of boxes) to prevent leakage of contents.
  • To prevent content leakage, the use of an inner bag placed inside the box provides containment.
  • 50 lb per box maximum weight. (Limit boxes to 16″x16″x20″)
  • Box size/type used for transport and unloading
  • For quick unload, stacking boxes on a shrink wrapped pallet is acceptable.
  • Failure to follow the guidelines and protocols established will result in additional disposal costs and/or rejection of materials received for disposal. Any unacceptable materials received for disposal shall be returned to the party delivering materials.

Program Fees

Pope and Douglas County Businesses:

$200.00 per ton tipping fee + 17% *tax + Administrative Fee ($25.00 per transaction)
Businesses Outside Pope and Douglas Counties:

$250.00 per ton tipping fee + 17% *tax + Administrative Fee ($25.00 per transaction)

Administrative Fee began January 1, 2015.
*tax = Commercial Solid Waste Tax

Failure to follow the guidelines and protocols established will result in additional disposal costs and/or rejection of materials received for disposal. Any unacceptable materials received for disposal shall be returned to the party delivering materials.
